So, do the healthy homes standards apply to my own home? The quick answer is no. If you own and live in your house, the regulations do not require you to meet the minimum requirements. Though the numbers still matter.
Analysis of 2023 Census data by Environmental Health Intelligence New Zealand found that nearly 700,000 Kiwis, or 16.5 percent of New Zealanders, are living in homes affected by visible mould. In a city with as much pre-war timber housing as Dunedin, treat the rental homes minimums as your floor, not your target.
Insulation: Where a Warmer Dunedin Home Starts
Ceiling and underfloor insulation does more for warmth than any other single line on your plans. Heat rises, so an uninsulated ceiling is the biggest escape route.
Is it common for old houses to not have insulation? Much of it, yes. Many older Dunedin homes were built without the levels of insulation and energy efficiency that are required today. In fact, many of these older homes are yet to see these energy-saving features implemented.

Healthy home heating means having a fixed heating device in the main living room. It should reach at least 18 degrees Celsius on a cold day as per the heating standard’s benchmark. In practice, that usually means a heat pump sized from the room’s measurements.
Heating only works alongside ventilation: dry air is cheaper to heat than damp air. Kitchens and bathrooms produce most of a home’s moisture, so the plans should show extractor fans in both, vented outside, plus windows that open in every habitable room.
What is a healthy humidity level in a home? Roughly 40 to 60 percent relative humidity. Any higher and condensation and mould follow. Keep the lounge heated and the air moving, and even a July night in Dunedin stays on the right side of that range.
What is a healthy indoor temperature in winter? At least 18 degrees in living areas, warmer for young children or older occupants.
Moisture Barriers and Dry Ground
Older Dunedin homes are more prone to dampness from the ground underneath. Thankfully, the Healthy Homes moisture barrier requirement provides guidelines for addressing this particular issue. For example, the guidelines recommend installing a layer of heavy polythene sheet over the soil in an enclosed subfloor. This prevents moisture from reaching the timber floors and through the living room.
